Sample sizes for destructive tests at different temperatures

I have a basic disagreement with a contractor. I need destructive tests to measure several performance variables at two temperatures for acceptance (Z1.9). I believe that the sample size (x) is appropriate for one temperature at a time, so the total sample is 2x. They believe the sample size is split by the 2 temperatures, resulting in x/2 at each temperature.

Who is right? Is there a middle ground?
