It is possible to calculate a 95% confidence limit for a sample of any size. Therefore, 95% confidence is not a sufficient criterion for developing a sampling plan.
Since the goal of the sampling plan is to discriminate between good and bad lots, you should use the operating characteristic curve. See

A statistically sound sampling plan is one for which you know the probabilities reflected by the operating characteristic curve and consider them appropriate for the purpose at hand.
