what is c=0

I don't know anything about this stuff. A customer is telling us we need to "measured defect level (measured by the customer)at a maximum of 500PPM based on a c=0 sampling plan". In plain non-mathematical language, what does this mean?

The only stats we have are based on customer returns, those returns that prove to be either a process or design defect are counted. We divide that by the total number of units shipped and keep a running tally. How would this simple method compare with the C=0 and should we be doing it a different way?
