Greetings Carrie, The requirement: 95% confidence with 90% reliability.

This requirement defines the consumer's point of the oc curve of the acceptance sampling plan that tests conformance. RQL=90% and beta (consumer's risk) =100-95 =5%.

To determine a sample size and acceptance number, you also need to specify a producer's point. There are an infinite number of plans that will confirm that the process meets this requirement, depending on the producer's point (AQL,Alpha). Here are a few plans that meet RQL=10%, Beta=5% that I developed with my software program TP105:

Ac=0, n=28, AQL=0.18%, Alpha=5%

Ac=1, n=46, AQL=0.78%, Alpha=5%

Ac=2, n=61, AQL=1.35%, Alpha=5%

You can carry out the design to meet your specific requirements by buying the software program "Acceptance Sampling Plans for Attributes -- TP105"
