Dodge-Romig plans require that you know the process average percent defective (p'), and that you 100% sort any lot that is rejected. The user then chooses an LTPD or an AOQL, depend on the type of Dodge-Romig plan. The n and C are calculated in such a way as to minimize the total number of items inspected during sampling inspection and 100% inspection.

I think that Dodge-Romig plans were one of the first types of sampling plan developed, but I haven't seen them used very often.
