Sampling plan validity?

I have recently come across a sampling plan within my organisation which was written by one of my predecessors. The plan is for sampling drums of chemicals. It states: If the lot consists of five or more containers the sample size is as follows: The square root of the (total number of containers plus 7). The origin of this calculation is not referenced, and I wonder if he made it up off the top of his head! I understand that sampling plans should be statistically valid, hence my concern. Can anyone explain the logic behind such a function for sample size, if there is any. Should I review the procedure and create my own statistically valid sampling plan?
