Hi Terry,

You do not need product history to design an attribute sampling plan. Also, for the purpose of designing your sampling plan, think of the 100% testing upstream as part of the manufacturing process. You can use the software program TP105 to determine the number of units to sample (n) and the acceptance number (Ac). There are two ways to do this with TP105:

1) Specify a producers point and a consumers point on the oc curve. TP105 will calculate the sample size (n) and acceptance number (Ac). For details of the method, see www.samplingplans.com/usingoccurves.htm

2) By trial and error, choose n & Ac and TP105 will calculate the oc curve - which you use to determine if the n & Ac that you picked provides enough protection.

Since any rejected lot will be sorted, you can evaluate the AOQ (Average Outgoing Quality) curve for each plan that you consider. TP105 calculates the AOQ curve in addition to the OC curve.

TP105 is described at www.samplingplans.com/software_oc.htm . The program includes a user manual and examples of how to design sampling plans for particular applications.
