I am not aware of a national or international standard for zero acceptance sampling plans. That is probably because the standards that are in place already include zero acceptance numbers. This includes Mil-Std-105 (D & E) and Z1.4.

The software program TP105 will design zero acceptance number plans by trial and error. You enter a sample size (n) and zero (for C). The program will calculate the oc curve and the AQL and RQL. TP105 uses the binomial distribution, which applies to infinite lots. Practically, "infinite lot" means N/n>10, where N= number of items in the lot, n= number of items in the sample.
