Z1.4 is equivalent to Mil-Std-105E. The US government stopped publishing 105E as part of its "paperwork reduction" philosophy. You used to be able to buy 105 for just a few dollars.

105E/Z1.4 is a minor change from 105D. All of the numbers from 105D were brought forward with no change. The word "defective" was changed to "nonconforming". Additional oc curves were added for the case where you use switching rules -- switching between normal, tightened, and reduced inspection.

The additional oc-curves in 105E/Z1.4 do not apply to any one lot -- only in the long run. For any one specific lot, the oc curve that is in affect is the one that goes with the particular n and C that is current.

If you are contemplating using switching rules, you should consider using a sequential sampling plan instead. Sequential sampling plans have advantages over switching rules. For more on this, see:
