process-evaluation versus lot-evaluation

I don't know very well on which conditions one should prefer process-evaluation in case of small lots. Suppose a factory is capable to produce 100 items over three weeks. The mandator ask to deliver these items every three weeks. The number of items that has to be examined for process-evaluation is larger than for lot evaluation. Is it right that it can be likely that production 'll conform (AQL and LQ) if all the "isolated" and "subsequent" lots conform to the same AQL and LQ-percentages. If so the managers 'll choose for lot-evaluation since the cost for quality control is less. Could you guide me to make the right choice ?
