I don't know for the Weibull, but if you are willing to use the exponential distribution, you could use our software program TP781 to calculate the sample size for the program goal of 80% reliability, 10 year life, 90% CC. The reliability would be expressed as an acceptable level (AQL-r) and a rejectable level (RQL-r). Example: AQL-r=80%, RQL-r=50%

The program will also handle specifying MTBF. The MTBF would be expressed as an acceptable level and a rejectable level. I am not clear as to the meaning of the requirements of the build phases. For example, for Feasibility, what is 2.9 and 50%?
