Yes, as long as the (lot size)/(sample size) >= 10 the binomial distribution is accurate. The binomial does not use the lot size.

There are two ways to think of this:

1) sampling from an infinite process or infinite population,

2) sampling with replacement.

In both cases, the removal of the sample does not change the percent defective of the population that remains. Thus the population size has no effect on the estimate.
