AQL Sampling for Incoming Inspections

We currently use a 4.0 AQL(Inspection Level of S1) sampling plan for goods received (towels, pillows, etc.). These standards have been used for so long no one really is able to explain what the 4.0 and the S1 stand for. In our method, for a lot size of less than 150 units, we sample 13 units. The lot is accepted if we reject 1 unit and rejected there are 2 rejects. Does the 4.0 mean that we have a 96% confidence level by using this method And what does the Inspection level of S1 mean?
