My copy of "Quality Control" by Dale H Besterfield Copyright 1979 by Prentice-Hall, Inc. on page 181 says:

"If a vertical arrow is encountered, the first sampling plan above or below the arrow is used. When this occurs, the sample-size code letter and the sample size change. For example, if a single sample tightened plan [table II-B of MIL-STD 105D] is indexed by an AQL of 4.0% and code letter D, the code changes to F and the sample size changes from 8 to 20."

For your question, I see on table II-A of MIL-STD 105D an arrow that points up. I don't see any arrows on any of the tables that point both ways. And so according to the quote above you would sample 8, accept on 0 and reject on 1.
