I don't know ISO 2859-3 specifically, but I would think that if the standard specifies a sampling frequency and you don't use it, then you can't claim to be following the standard as written. The important consideration is that sampling frequency effects the ability of the plan to detect off grade product.

Actually it is more complex than that. For example Standard Z1.4 states that you must use switching rules in order to claim you are using Z1.4. Yet in my observation, when people use Z1.4 they seldom use the switching rules.
