Hi Nick,
The change is that MIL-STD-105E is not a free government publication any more. It was a victim of a "Paperwork Reduction Act". Now you have to buy ASQC/ANSI Standard Z1.4 from ASQ.
The government gets credit for reducing paperwork and you get to pay more. It is called progress.
